1990s Horror Film About Teddy Bear Who Kidnaps Child From Under Bed?

I'm hoping that someone will know the name of a movie that I saw in the 1990's. It's about the boogey man and starts with a little girl and boy who share a room. There's a teddy bear under the bed and it's eyes are glowing and it steals the little boy by convincing him to come under the bed. A detective (I think) involves himself in the 'kidnapping' of the boy, and it turns out that his older brother had also been taken. I think they find a bloody shoe in a forest. There's another bit where you see the boogey man and he's transparent and something happens with another little boy and then the boogey man is swinging through trees. I'm desperate to find this movie as I saw it when I was quiet young (although only the first half as my parents made me stop watching it). Any ideas?

It actually sounds like and episode of The Outer Limits called Under the Bed.
